“Lithuania’s Economic Resilience: A Global Model”

In recent history, Lithuania was once seen as a testing ground for a new form of modern warfare known as economic warfare, now commonly referred to as economic coercion. This concept has become familiar to Canadians due to threats of trade and tariff actions from the Trump administration and targeted trade restrictions by China.

Former U.S. President Donald Trump had previously threatened to use economic coercion to pressure Canada into becoming the 51st state. Vilnius, the capital of Lithuania, has long faced economic coercion from both Russia and China, making it a focal point for global observers.

Edvinas Grikšas, Lithuania’s current minister of economy and innovation, who previously led the country’s policy efforts, recently visited Canada to discuss investment and economic cooperation with International Trade Minister Maninder Sidhu. Lithuania’s proactive response to economic pressure serves as a hopeful lesson in diversification and resilience.

The country strategically targeted over two dozen nations, including Canada, for economic diversification, leading to impressive economic growth. Lithuania’s robust economy, with a GDP growth rate of 2.9% in 2021, outperformed many European countries, including Canada.

Lithuania’s emphasis on defense and dual-use technology sectors, akin to Canada’s defense industrial strategy, has been a key driver of its economic success. Notably, Lithuania has significantly reduced its ties with Russia and responded swiftly to Chinese coercion, showcasing its economic resilience and independence.

In response to China’s attempts to isolate Lithuania in 2021, the country executed a comprehensive de-coupling strategy, emphasizing the importance of economic resilience. This strategic approach led to targeted investments and successful diversification, positioning Lithuania as an EU trailblazer in economic strategy and foreign policy.

Furthermore, Lithuania’s efforts to reduce reliance on Russian energy have been notable, culminating in the suspension of Russian gas imports post the Ukraine invasion. By synchronizing their electrical systems with continental Europe in 2025, the Baltic states further distanced themselves from Russian influence.

Lithuania’s proactive stance against economic coercion has influenced broader European perspectives on China and highlighted the importance of mitigating risks in global economic relations. The country’s strategic actions underscore the significance of diversification and self-reliance in today’s complex geopolitical landscape.
