Originally established as a reform school for boys in the 1920s, the site later housed up to 800 German prisoners of war during the Second World War. Notably, the cafeteria witnessed the Battle of Bowmanville, a three-day conflict involving prisoners armed with makeshift weapons rather than traditional firearms. Morawetz, who chairs the Jury Lands Foundation overseeing the site’s preservation, now faces a pivotal moment as the Clarington council weighs the fate of the cafeteria, the sole municipally-owned building within the complex.

The council’s decision-making process is influenced by financial considerations, with the cost of full restoration estimated at over $20 million. As a result, alternatives ranging from demolition to temporary stabilization of the structure have been proposed. Morawetz advocates for stabilizing the building to allow for public use, emphasizing its potential as a communal space for various activities.

To address the preservation challenges, the Jury Lands Foundation suggests leveraging community benefits charges and available heritage grants, emphasizing the importance of safeguarding the site’s historical value. A recent proposal from the Kaitlin Corporation, offering to return all remaining buildings and land for park space dedication, presents a promising avenue for maintaining the site’s cultural heritage.

While the council grapples with the financial implications of preserving the cafeteria, the community awaits a decision that balances historical conservation with practical considerations. As the debate unfolds, the future of the cafeteria at Camp 30 hangs in the balance, awaiting a verdict from Clarington’s municipal leaders.
