Hong Kong authorities disclosed on Monday that a recent investigation into a tragic fire incident that claimed the lives of at least 151 individuals uncovered deficiencies in the fire safety standards of the netting used on scaffolding during renovations. The incident, which began on Wednesday and was fully contained by Friday, originated on the lower-level netting covering bamboo scaffolding at the Wang Fuk Court high-rise complex. The fire rapidly spread inside the building as foam panels on windows ignited, leading to a chain reaction that engulfed multiple buildings covered in scaffolding and netting.

Initial inspections indicated compliance with safety regulations, but further analysis revealed that seven out of 20 netting samples collected from various areas, including higher floors, failed to meet safety standards. Eric Chan, Hong Kong’s chief secretary, condemned the contractors for prioritizing profits over safety, stating that they disregarded lives for financial gain.

Donations for fire survivors had amassed 900 million Hong Kong dollars ($161 million Cdn) by Monday, with a significant outpouring of support and condolences at a memorial near the affected buildings. Loretta Loh, one of the mourners, emphasized the community’s unity in times of crisis, expressing a heavy heart over the tragic events.

The Disaster Victim Identification Unit of the Hong Kong police continued search efforts in the burned buildings, with challenges impeding progress in two of the structures. Additional bodies were recovered on Monday, contributing to the toll of casualties. Efforts are ongoing to identify the remaining victims, with some presumed to be among the yet-unidentified bodies.

Authorities announced the allocation of private donations and government funds to assist victims in rebuilding their homes and providing long-term support. Residents affected by the fire have been relocated to various accommodations, with ongoing efforts to ensure their immediate needs are met. The Labour Department confirmed prior complaints about the construction netting and highlighted regulatory oversight preceding the tragedy.

In response to public outcry, law enforcement apprehended several individuals associated with the construction project. Questions have emerged regarding potential accountability of government officials, although dissent in Hong Kong has been constrained since the 2019 protests against mainland China’s extradition laws. Recent arrests linked to calls for government responsibility have raised concerns about freedom of expression in the region.
