The U.S. Navy admiral overseeing military operations in Latin America officially retired on Friday, transferring command duties to his deputy, U.S. Air Force Lt.-Gen. Evan Pettus. Admiral Alvin Holsey’s retirement came earlier than expected, amid increased scrutiny over the Trump administration’s lethal actions against suspected drug boats in the region.

During the handover ceremony at the U.S. Southern Command headquarters near Miami, Holsey emphasized the importance of maintaining strong partnerships in the region based on shared democratic values and respect for the rule of law. The event was more low-key than usual retirements, with Gen. Dan Caine praising Holsey’s 37 years of service and leadership qualities.

The recent focus on the administration’s strikes on alleged drug vessels has prompted congressional scrutiny. Holsey briefed lawmakers on the operations, which have resulted in at least 87 fatalities. Despite the ongoing controversy, the campaign continues with the support of a significant U.S. naval presence and military assets.

Critics, including human rights organizations and some members of Congress, have raised concerns about the legality of the operations targeting individuals accused of drug smuggling. The Trump administration defends its actions as part of a broader strategy against drug cartels in Latin America, viewing them as terrorist organizations and justifying military engagement under the post-9/11 legal framework.

The latest development in the region saw U.S. forces seizing an oil tanker off Venezuela, escalating tensions with President Nicolás Maduro’s government. Maduro alleges that the U.S. military activities aim to destabilize his regime.

Holsey’s sudden retirement is part of a series of high-ranking military personnel changes under the current administration. Pettus, a seasoned fighter pilot with combat experience, assumes command responsibilities, although the duration of his tenure remains uncertain pending Senate confirmation of the next nominee.

The departure of Admiral Holsey marks a significant transition in U.S. military leadership in Latin America, with ongoing debates and inquiries into the strategic and legal implications of the administration’s actions in the region.
