Manitoba Allocates $1 Million Annually for U.S. Trade Office

Manitoba has allocated $1 million annually for its U.S. trade office, an amount $200,000 higher than previously acknowledged by the NDP government, as revealed in documents obtained by CBC News. This funding covers salaries, office space, and other expenses for trade envoy Richard Madan and his assistant in Washington, D.C. The NDP government had initially stated the total budget for the office was $800,000, but recent estimates suggest it could range from $800,000 to $900,000 for the upcoming fiscal year.

Concerns have been raised about the transparency of financial disclosures regarding the U.S. trade office. Progressive Conservative Leader Obby Khan criticized the fragmented nature of the information provided, questioning why there isn’t a clear budget line item for the office’s expenses. Notably, there is no specific line item in Manitoba’s budget documents detailing the U.S. trade office budget, with the spending reportedly included in a broader allocation for “grant assistance” within the economic programs budget.

The lack of detailed budget information has drawn criticism from Democracy Watch co-founder Duff Conacher, who emphasized the importance of transparency in government spending. Conacher highlighted the public’s right to know the costs associated with government programs and expressed concerns over the lack of disclosure regarding past expenditures on the U.S. trade office. The NDP government has faced scrutiny for its handling of financial disclosures related to the office, including refusals to release breakdowns of the budget and expenses, citing cabinet confidentiality and potential harm to provincial-federal relations as reasons for withholding information.

Efforts to obtain information on Madan’s expenses have been met with resistance, with requests denied on grounds of potential harm to the province’s financial interests. The government’s perceived secrecy and reluctance to disclose spending details have been criticized as undemocratic by Conacher. Madan, the trade envoy, declined to comment on the matter, redirecting inquiries to NDP cabinet communications officers.
