The Conservative party has expressed their intention to vote against Ryan’s nomination, advocating for Jason Jacques, who previously served as the interim PBO. Conservative MP Sandra Cobena criticized the decision to replace Jacques, alleging an attempt to silence his past criticisms of the government.
Ryan’s professional background includes various high-ranking roles within the government, such as at Fintrac and Finance Canada. She highlighted her experience working under both Liberal and Conservative ministers. In response to inquiries about her independence, Ryan assured the committee of her commitment to providing objective analysis and holding the government accountable.
Addressing concerns about her past association with Prime Minister Mark Carney, Ryan clarified that it would not influence her work. She stated her plan to serve only one term as PBO to preserve the integrity of the position. Previous PBO Yves Giroux concluded his term in September, leading to Jacques assuming the interim role.
Jacques faced criticism for his initial remarks on Canada’s federal finances, which were deemed controversial. Despite this, he remains part of the PBO staff. The OECD’s recent report emphasized the necessity for the PBO to enhance its communication strategies based on previous performance reviews.
Kevin Page, Canada’s first PBO and current head of the Institute for Fiscal Studies and Democracy at the University of Ottawa, strongly disagreed with Jacques’s initial comments, emphasizing the importance of factual consistency. Amid the political rift surrounding the nomination process, the focus remains on selecting a candidate committed to impartial analysis and accountability in the role of parliamentary budget officer.
