The exemption on yarn and other materials for making or repairing clothing in British Columbia will be eliminated from the provincial sales tax starting October 1. This change, outlined in the 2026 budget, includes items like clothing patterns, natural fibers, synthetic thread, and fabric commonly used in garment production. Additionally, services related to clothing and footwear will no longer be exempt, with the exception of basic laundry services.

Cheryl Brown, the owner of Kelowna Yarn & Needlecrafts, expressed concern over the impact of applying PST to these materials. She noted that the tax would particularly affect customers who prefer a more sustainable and DIY approach to clothing, as they value quality and longevity over fast fashion. With the rising cost of yarn and the additional tax burden, customers on fixed incomes may face difficult choices due to economic challenges.

In response, the Ministry of Finance stated that expanding the PST base aims to diversify revenue sources to prevent cuts to essential services like healthcare and education. The ministry highlighted that aligning B.C.’s PST with other provinces is a part of this tax update.

Brown, who emphasizes the health benefits of activities like knitting, voiced her concerns about the impact on her business and its role in fostering social connections. She highlighted the importance of community spaces like hers, where customers find support and camaraderie. Despite the tax change, Brown remains committed to providing a welcoming environment for her clientele.

As a business owner who previously studied the health impacts of activities such as knitting, Brown emphasized that these crafts offer stress reduction and cognitive benefits. She noted that many customers are unaware of the upcoming tax change and hopes to continue promoting the positive impacts of knitting on well-being.

In light of these changes, Brown underlined the irony of governments promoting community building and social connection while seemingly penalizing individuals who seek these benefits through participating in businesses like hers.
