Calgary City Council Approves Urgent Water Infrastructure Changes

City council has approved the suggestions put forth by an independent panel following their review of the 2024 malfunction of Calgary’s primary water feeder line, with Mayor Jeromy Farkas pushing for full commitment to implementing the changes. After extensive deliberation on Wednesday night, the council unanimously agreed to commence work on the recommendations. The report, made public on the same day, stresses the urgent need for action to address longstanding challenges in Calgary’s water infrastructure. It highlights that the potential failure of the pipe was initially recognized in 2004 following a rupture in another feeder line in northeast Calgary.

Despite the identification of the Bearspaw feeder line as a high-risk asset, resources were often diverted to different areas due to the perceived low likelihood of failure, as revealed in the review. The panel’s recommendations include expediting the twinning of the Bearspaw feeder main by early next year, maintaining and repairing the existing pipe, and forming a specialized water utility department overseen by an independent expert board.

The report underlines the critical nature of the recommendations, emphasizing the pipe’s vulnerability to severe failures in the future. Mayor Farkas reiterated the importance of adhering to all the panel’s suggestions without selective implementation. He emphasized the necessity for immediate action to replace the line without budget constraints. Farkas highlighted the need for redundancy in addition to a new line to enhance the city’s water system.

Acknowledging the shared responsibility across administrations and council terms for the recent water main issues, Farkas emphasized the need for comprehensive solutions beyond just a replacement line. The potential long-term benefits of addressing system leaks and enhancing infrastructure were also discussed. The report points to a lack of clear accountability within Calgary’s water utility and suggests consolidating leadership for efficient decision-making.

The panel strongly recommends expediting the duplication of the steel pipe within the next 12 to 14 months through emergency procurement processes. It also advises maintaining the current Bearspaw feeder main to ensure backup water supply for the city. Establishing a dedicated water utility department with competent leadership, recruiting independent experts for oversight, and securing stable revenue sources for infrastructure maintenance are among the panel’s key recommendations.

The panel expects most reforms to be implemented within a year, with the complete transition to a city-owned water corporation within three years. City council engaged with the panel extensively to gain insight into the delays in water system improvements and sought guidance on implementing the recommendations effectively. The urgency of the situation was emphasized by panel members, indicating a critical need for immediate action to address the water infrastructure issues in Calgary.
