Canada and India have agreed to enhance their bilateral relations following a period of strained ties triggered by the murder of a Canadian Sikh leader on Canadian soil. Foreign Affairs Minister Anita Anand held discussions with Indian Prime Minister Narendra Modi and External Affairs Minister Subrahmanyam Jaishankar in New Delhi, leading to the establishment of a new roadmap for Canada-India relations.

Both nations underscored the importance of a robust Canada-India relationship given the current global economic uncertainties and geopolitical tensions. A joint release highlighted the intention to kickstart ministerial-level talks on trade and investment. Additionally, the agreement includes plans for collaboration in agriculture, science and technology, civil nuclear projects, artificial intelligence, critical minerals, and energy sectors.

The recent partnership pact represents a significant step in thawing the frosty relationship that stemmed from former Prime Minister Justin Trudeau’s accusations against the Indian government regarding the 2023 killing of Hardeep Singh Nijjar in British Columbia. Nijjar was a key figure in the Khalistan movement advocating for an independent Sikh state in India. Trudeau alleged Indian diplomats of gathering intelligence on Canadians for organized criminal activities.

Despite India’s denial of these allegations, both countries resorted to expelling each other’s diplomats. Prime Minister Mark Carney’s administration has since taken steps to mend relations with India, including the appointment of new envoys by both countries. The move was announced following a meeting between Carney and Modi at the G7 summit in Alberta, emphasizing the importance of diplomacy and respect for sovereignty in rebuilding ties.

Canada’s priorities in discussions with Modi encompassed transnational crime, security, and upholding the rules-based global order. Following the reinstatement of high commissioners, Foreign Affairs Minister Anita Anand confirmed active collaboration between Indian and Canadian law enforcement authorities. However, Carney’s approach has drawn criticism from the Sikh community, with the World Sikh Organization expressing concerns about ongoing threats and criminal activities directed by India towards Canadian Sikhs.

The joint statement issued by Canada and India did not address assurances on halting foreign interference or transnational repression, raising skepticism within the Sikh community. The World Sikh Organization President highlighted the need for Canada to defend its sovereignty and uphold the rule of law, labeling the current diplomatic efforts as appeasement.
