Chocolate Halloween Treats Face Price Surge Amidst Shrinkflation

This Halloween, consumers may face higher prices for chocolate treats as cocoa prices surge. Companies like Mars Inc. and the Hershey Company have been reducing the weight of some Halloween chocolate bar variety packs, up to nearly 17%, a tactic known as shrinkflation. Despite maintaining the same number of candy bars, the weight reduction might go unnoticed by shoppers.

Shrinkflation, a practice where companies decrease product weight without adjusting prices, is becoming more common. Manufacturers often cite rising production costs as the reason for these changes. Consumer advocates are demanding transparency from food producers to inform customers about downsized products.

The increase in chocolate prices is attributed to a significant spike in cocoa prices, which have more than doubled in the past few years due to poor harvests in West Africa, the primary cocoa supplier globally. This has led to challenges for small cocoa farms, affecting the overall supply chain.

Statistics Canada reports a 10% rise in confectionery prices over the past year. Despite this, some Halloween candy prices have remained unchanged, concealing weight reductions. Companies like Mars and Hershey have downsized their products, with Mars reducing the weight of its packs by as much as 16.8%.

Amidst calls for more transparency, countries like France and Brazil have regulations requiring manufacturers to disclose weight or volume changes. In Canada, consumer advocates propose mandatory labeling on products that undergo shrinkflation to keep customers informed. However, monitoring and enforcing such regulations pose challenges.

The federal government has taken steps to address shrinkflation, including creating a grocery task force to investigate such practices. Additionally, research projects funded by Innovation, Science and Economic Development (ISED) Canada aim to combat harmful retail practices like shrinkflation. Online resources, such as the Food Price Data Hub, have been developed to assist Canadians in making informed grocery shopping decisions.
