“Debate Over Recession Status in Canada Continues”

The leading authority on economic downturns in Canada has indicated that it is premature to label the current economic conditions as a recession. There has been an ongoing debate among officials on whether the country is experiencing a recession following the recent report by Statistics Canada showing two consecutive quarters of economic contraction. Traditionally, the C.D. Howe Institute’s Business Cycle Council is considered the authoritative body for determining recessions in Canada.

While some economists point to a technical recession based on two quarters of GDP decline, the council released a statement cautioning against solely relying on this criterion. The council emphasized the importance of considering three factors – whether the economic decline is pronounced, persistent, and pervasive – before declaring a recession. According to Steven Ambler, a panel member of the Business Cycle Council, the current economic weakness in Canada does not meet the criteria for a recession, and the slight decline in the first quarter may undergo revisions in the future.

The recent decrease in GDP does not align with the severity of past recessions identified by C.D. Howe, as stated by the council. To officially declare a recession, the council requires a significant and sustained economic downturn across multiple sectors over several quarters. Despite the opposition’s claims of a looming recession, Prime Minister Mark Carney believes that economic growth will be uneven as the government endeavors to reduce dependence on the United States.

Additionally, Statistics Canada reported a decline in the country’s unemployment rate to 6.6% in May, down from 6.9% in the previous month. This improvement in the job market represents the first significant increase in employment since November, as highlighted in the agency’s latest jobs report.
