Israel’s military has moved hundreds of detainees from a facility known for mistreating Palestinians in Gaza to newly opened camps following pressure from the country’s top court. However, human rights organizations in Israel have reported that the abuses at these new camps are just as severe, based on interviews with current and former detainees. These groups are now urging the court to compel the military to address the ongoing issues.
Rights groups argue that the transfer of detainees has not improved the conditions for those held without charge or trial, highlighting allegations of beatings, excessive handcuffing, and inadequate healthcare and nutrition. According to Jessica Montell, the director of HaMoked, the basic standards of humane detention have deteriorated.
In response to the claims, the military stated that it adheres to international law and denies any systematic abuse of detainees. The Ofer Camp and the Anatot Camp were established in the West Bank to address the problems documented at the Sde Teiman detention center in the Negev desert, initially intended for temporary holding and treatment of militants captured during an attack by Hamas in 2023.
Detainees transferred to Ofer and Anatot have reported similar conditions as those at Sde Teiman, including punitive measures for minor infractions. One detainee, Khaled Al Serr, a surgeon from Gaza, recounted his experiences of enduring beatings and harsh treatment during his time at Ofer Camp.
Allegations of regular beatings, handcuffing, and poor living conditions have been raised by detainees from Ofer and Anatot. The military, however, refutes claims of mistreatment, stating that detainees have access to regular showers and daily yard time.
Issues regarding nutrition and healthcare have also been highlighted, with reports of inadequate food provision and medical care. Despite assurances from the military about proper medical attention, detainees have complained about the quality and quantity of meals provided.
The military has been given until the end of March to respond to the alleged abuses at Ofer Camp. The ongoing conflict in Gaza has led to continued arrests and detentions, with the military expanding facilities to accommodate the influx of detainees.
Detainees’ accounts of mistreatment and harsh conditions have raised concerns about the treatment of Palestinians in Israeli custody. Efforts by rights groups and legal advocates continue to push for improved conditions and accountability within the Israeli detention system.
