The Kremlin expressed satisfaction with the latest national security strategy unveiled by U.S. President Donald Trump, indicating a significant alignment with Russia’s own perspectives. This marks a notable instance of Moscow openly praising a strategic document from its historical adversary.

The U.S. National Security Strategy characterized Trump’s approach as one of “flexible realism” and advocated for a revival of the Monroe Doctrine of the 19th century, asserting the Western Hemisphere as under U.S. influence. Among its key points, the strategy emphasized the importance of negotiating an end to the conflict in Ukraine, highlighted concerns of “civilizational erasure” in Europe, and emphasized the desire to restore strategic stability with Russia.

Kremlin spokesperson Dmitry Peskov, in response to the new U.S. strategy, remarked that the adjustments outlined in the document resonated with Russia’s outlook. Such a level of agreement between Moscow and Washington on global affairs is uncommon, with past instances of collaboration including joint efforts post the fall of the Soviet Union in 1991 and following the 9/11 attacks in 2001.

During the Cold War era, the U.S. and the Soviet Union depicted each other in starkly contrasting terms, with Moscow portraying the U.S. as a doomed capitalist empire and Reagan labeling the Soviet Union as an “evil empire.” After the dissolution of the Soviet Union, hopes for a cooperative relationship emerged, but tensions escalated as NATO expanded and under the leadership of Russian President Vladimir Putin.

Peskov, while acknowledging the U.S. commitment to address NATO’s military expansion, also cautioned about differing perspectives within the U.S. government, noting Trump’s characterization of a “deep state.” Critics of Trump dismiss the notion of a “deep state” as a conspiracy theory aimed at consolidating executive power.

In light of Russia’s actions in Crimea and Ukraine, previous U.S. strategies have viewed Moscow as an aggressor seeking to disrupt the post-Cold War order. Peskov welcomed the shift towards cooperation on strategic stability issues rather than framing Russia as a direct threat.

The Trump administration’s strategy underscores the Indo-Pacific region as a critical economic and geopolitical arena, emphasizing the need to bolster military capabilities to prevent potential conflicts with China. Russia’s focus on Asia, particularly with China, has intensified following Western sanctions and Europe’s efforts to reduce reliance on Russian energy resources.

Trump’s recognition of the historical implications of Russia-China cooperation underscores the complexities of global power dynamics.
