All three major political parties in Newfoundland and Labrador have joined forces to back a federal bill aimed at addressing intimate partner violence, introduced by Senator Fabian Manning and survivor Georgina McGrath from the province. The bill, known as Bill S-242 or Georgina’s Law in honor of McGrath, successfully passed its third reading in the Senate and is now on its way to the House of Commons for potential enactment.

The leaders of the province’s Progressive Conservatives, Liberals, and New Democrats emphasized the importance of bipartisan cooperation in combating intimate partner violence, endorsing Bill S-242 for its objective to prevent such violence and enhance response mechanisms.

If the bill is enacted, it will mandate the federal government to formulate a national strategy on intimate partner violence within a two-year timeframe. While initially passed by the Senate in 2024, subsequent delays due to a federal election necessitated the bill, which has been in development for nine years, to return to the Senate for further review.

Georgina McGrath expressed gratitude for the support across party lines, highlighting the significance of unity in advancing the cause. Senator Manning acknowledged the challenges faced in previous attempts to pass the bill but expressed optimism about its current trajectory, envisioning its potential passage into law within the current year.

McGrath, a prominent advocate in Newfoundland and Labrador, shared her personal ordeal with intimate partner violence, including enduring years of abuse culminating in a life-threatening incident in 2014. Manning, primarily known for his work in the fisheries sector, committed to championing McGrath’s cause when she approached him in 2017, affirming his dedication to seeing the legislation through.

Local legislators in Newfoundland and Labrador voiced their support for the bill, emphasizing the importance of strengthening resources to combat the pervasive issue of intimate partner violence. Women and Gender Equality Minister Lela Evans commended the advocacy of Senator Manning and McGrath, underscoring the government’s commitment to enhancing support mechanisms for survivors.

In addition to endorsing the federal bill, the provincial government pledged independent actions to address intimate partner violence, including expanding family justice services to ensure better legal representation for survivors and introducing new legal provisions to offer survivors enhanced avenues for seeking justice within the family law framework.
