“PM Carney Plans Flexible Return-to-Office Guidelines for Civil Servants”

Prime Minister Mark Carney announced plans to discuss updated return-to-office guidelines for federal public servants with public sector unions in the upcoming weeks. He emphasized the need for varying levels of return based on factors like seniority, role, and capacity. Carney stressed the importance of the public service, especially during challenging times for Canada’s economic and political security.

Since the onset of the COVID-19 pandemic in 2020, remote work regulations have been a prominent issue within the public service. The most recent update in May 2024 mandated hybrid work-eligible employees to be on-site for a minimum of three days per week, with executives required to be present for at least four days weekly to ensure adequate support for employees.

Mayor Mark Sutcliffe expressed optimism about civil servants spending an additional “day or two” in the office and highlighted ongoing efforts to enhance transit options, including expanding the light-rail system. He emphasized the importance of a thriving downtown area and expressed eagerness to witness the rollout of return-to-office plans.

Discussions surrounding potential updates to office attendance policies have sparked interest and concern among public service employees. Unions have urged the government for clarity on whether employees might be required to work in the office five days a week. Nathan Prier of the Canadian Association of Professional Employees (CAPE) raised concerns about unresolved issues such as inadequate office space hindering a full return to office days.

Alex Silas, the national vice-president of the Public Service Alliance of Canada (PSAC), expressed apprehension about the potential return to full office days, citing current building conditions as a limitation. The public service awaits further details and clarification on the evolving return-to-office guidelines.
