Will Freeman, a Latin America studies fellow at the Council on Foreign Relations, expressed frustration over the lack of clarity regarding the administration’s goals and intentions. He highlighted the challenge of understanding the strategy and questioned whether President Trump himself is clear on his objectives.
Freeman pointed out the conflicting messages from Trump, who has shifted between different approaches towards Maduro, ranging from ruling out regime change to labeling him a narco-terrorist. This inconsistency, Freeman suggested, reflects Trump’s uncertainty about how to handle the Venezuelan leader.
‘Mixed Messaging’
While the ultimate aim appears to be Maduro’s departure from power, observers note a lack of clarity on how the U.S. plans to achieve this goal. Daniel Batlle, an adjunct fellow at the Hudson Institute focusing on Latin America, highlighted the ambiguity in the administration’s communication and the uncertainty surrounding the methods of pressure it is willing to apply.
Geoff Ramsey, a nonresident senior fellow at the Atlantic Council, pointed out the divergent views within the administration, with some emphasizing regime change while others advocate for a diplomatic resolution and advancing broader U.S. interests in the region.

Ramsey highlighted the administration’s lack of a unified objective in Venezuela due to conflicting factions with different goals. He suggested that this ambiguity, whether intentional or not, indicates a lack of cohesion and shared vision within the administration.
‘Ambiguous Tactics’
Freeman speculated that the ambiguity in the administration’s approach could be a deliberate tactic to unsettle Maduro and create uncertainty about U.S. intentions, potentially pressuring him to make concessions or depart from power. He also considered the possibility that the administration lacks a strong rationale for its actions, leading to a broad and varied approach.
Since September, the U.S. military has conducted multiple strikes on suspected drug boats in the Caribbean and Pacific regions, escalating tensions with Maduro’s government. This escalation includes deploying troops and authorizing covert CIA operations in Venezuela, with Trump announcing plans for targeted land strikes in the near future.
Trump has been contemplating various options, including military action, under the guise of combating illegal drug trafficking linked to Venezuela. Despite Trump’s accusations, data indicates that the majority of fentanyl and cocaine entering the U.S. originates from sources other than Venezuela.
The focus on Venezuela has raised concerns about its vast oil reserves and allegations of drug exports. While some senators seek to limit unilateral military actions, reports of civilian casualties in U.S. strikes have sparked accusations of potential war crimes.
Experts have questioned the legality and effectiveness of the U.S. campaign in the region. Batlle raised doubts about the impact of the strikes on Maduro, emphasizing the need for sustained pressure to induce significant change in the political system.

Batlle emphasized the complexity of the situation, noting that any efforts to remove Maduro must address the broader network supporting his regime, including military officials and criminal groups aligned with the government.
Ramsey called for clarity on the administration’s strategy for Venezuela, especially following reports of ongoing negotiations with Maduro. The differing accounts of Trump’s recent phone call with Maduro underscore the strategic ambiguity surrounding the U.S. approach to the Venezuelan crisis.
