Ukraine’s military is facing significant challenges amidst Russia’s ongoing invasion, including widespread desertions and approximately two million draft dodgers, according to the new defense minister, Mykhailo Fedorov. Fedorov highlighted issues such as bureaucratic inefficiencies, outdated organizational structures, and disruptions in equipment supply along the 1,000-kilometer front line.
Acknowledging the need for modernization, Fedorov emphasized the importance of adapting to new technologies. He mentioned that the military has experienced around 200,000 desertions and two million cases of draft dodging.
Appointed by Ukrainian President Volodymyr Zelenskyy earlier this year, Fedorov, a 34-year-old former head of digital transformation policies, has been instrumental in advancing drone technology and implementing successful e-government platforms within the army.
The appointment of Fedorov was part of a broader government restructuring aimed at enhancing security, defense development, and diplomacy in response to increased international efforts to facilitate a peace settlement.
Facing a significant financial deficit of 300 billion hryvnia ($6.9 billion US), the Defence Ministry is seeking additional resources. The European Union has pledged substantial financial support through a new loan program to assist Ukraine’s military and economy in the coming years.
Fedorov highlighted the growth of Ukraine’s defense sector since the onset of Russia’s invasion in February 2022. He noted a substantial increase in the number of drone manufacturers, electronic warfare companies, private missile producers, and ground-based robotic systems developers in the country.
