China’s top general’s sudden removal has thrown the world’s largest military into disarray and cast uncertainty over the future of the Central Military Commission, amid Chinese President Xi Jinping’s extensive purges. The investigation into Zhang Youxia, the former vice-chairman of the Central Military Commission overseeing the People’s Liberation Army, has left Xi largely in control of the military.
The unprecedented crackdown has raised concerns about the army’s future operations and implications for regional stability, particularly regarding China’s stance on Taiwan. The Defence Ministry disclosed that both Zhang and another senior general, Liu Zhenli, were under scrutiny for “violations of discipline and law,” reducing the seven-member commission to just two individuals, one of whom is Xi.
The official military newspaper accused Liu and Zhang of corruption, highlighting that no one, regardless of position, would be exempt from accountability. Despite their longstanding personal relationship, Zhang and Xi’s connection did not shield Zhang from the consequences of Xi’s anti-corruption campaign.
While the exact reasons behind Zhang’s dismissal remain unclear due to the opaque nature of Chinese politics, the move solidifies Xi’s dominance within the military leadership. Xi has implemented extensive reforms since assuming power in 2012, with a focus on transforming the PLA into a modernized force and combating corruption, a task in which Zhang played a significant role.
Observers speculate that the purge may not be solely about corruption but rather an effort by Xi to consolidate power and assert control over all party and military institutions. The military leadership shakeup could impact the PLA’s operational capacity and raise questions about the chain of command in Zhang’s absence.
