Hamilton Resident Ordered to Pay $10,000 for 60 Removed Dogs

In a recent ruling by the Ontario Animal Care Review Board, a Hamilton resident who had close to 60 dogs removed from her residence last summer will only be required to pay a fraction of the total care costs. The tribunal decided that Alina Vernigorova will need to pay $10,000 instead of the initial $101,000 bill, taking into account the significant public resources used and Vernigorova’s limited financial means.

Following complaints from neighbors and local authorities, animal welfare investigators visited Vernigorova’s Stoney Creek home where they discovered 58 dogs, primarily miniature poodles, living in unsanitary conditions with inadequate food and water. The dwelling was described as covered in feces with urine-soaked floors. Some dogs were found in crates throughout the house, with some showing signs of distress, including fleas, matted fur, and pregnancy.

The dogs were rescued and transported to various facilities by the province, incurring costs of $213 for transportation and over $108,000 for their overall care. This care included daily necessities, veterinary services for treating parasites, fleas, dental issues, and vaccinations, as well as grooming to alleviate their distress.

Vernigorova, who appealed the original bill, testified that she was unemployed, in significant debt, and the sole caretaker of her son with Autism. She admitted to overspending on the dogs’ food and failing to address their uncontrolled breeding due to financial constraints. Despite her financial situation, the adjudicator determined that holding her accountable with a reduced payment of $10,000 was appropriate, considering the circumstances.

The Ministry of the Solicitor General did not provide a comment on the matter.
