The government faces a significant decision regarding a proposed plan to generate revenue for sport organizations through sports gambling taxes, according to former track and field Olympian Bruce Kidd. A commission has strongly recommended exploring new revenue sources, including sports betting, to address financial challenges impacting national sport organizations.

Kidd expressed concerns that endorsing sports betting could normalize and promote a potentially addictive activity. As a retired sports policy professor at the University of Toronto, he emphasized the importance of not promoting harmful practices in sports.

The Future of Sport in Canada Commission highlighted systemic issues within the country’s sport system, citing widespread abuse and insufficient federal funding. The final report called for comprehensive reforms, urging Ottawa to adjust core funding for national sport organizations to align with inflation over the last two decades.

In response, Kidd and his advocacy group penned a letter to the secretary of state for sport, Adam van Koeverden, urging him to reject the proposal of utilizing sports betting as a revenue source. Kidd cautioned that such a move could lead sports bodies to advocate for sports betting due to financial benefits gained indirectly.

When questioned about the potential use of sports betting taxes to bolster funding, van Koeverden acknowledged the idea as intriguing, emphasizing the desire for increased private sector contributions. However, Kidd likened this approach to the tobacco industry’s past sponsorship of sports events to normalize smoking’s harmful effects.

The commission’s report underscored the emergence of competition manipulation, associated with gambling and organized crime, posing a threat to sport integrity and athlete safety. Despite calls for funding diversification through sports gambling revenue, some stakeholders expressed opposition due to concerns about addiction and societal well-being.

Kidd proposed allocating all sports betting proceeds to addiction treatment and educational initiatives to mitigate harm. The government is currently evaluating the commission’s recommendations to enhance the Canadian sport system, focusing on funding adjustments and potential reforms. While acknowledging past funding increases, van Koeverden highlighted the ongoing review process to address the sector’s evolving needs.
