President Donald Trump has decided to temporarily halt his plan to deploy National Guard troops in Chicago, Los Angeles, and Portland, Oregon, due to legal obstacles. In a recent social media post, Trump announced the withdrawal of the Guard troops for now, hinting at a potential return in a more robust capacity if crime rates spike again. The troops had already left Los Angeles after being sent earlier this year as part of a broader strategy to address crime and immigration issues. Although troops were designated for Chicago and Portland, they were never deployed on the streets as legal challenges unfolded.

The president has emphasized a tough stance on crime in cities as a key agenda for his second term and has considered utilizing the Insurrection Act to counter legal opposition to his initiatives. Trump views his crime crackdown as a politically advantageous strategy leading up to the upcoming midterm elections. Efforts by U.S. Northern Command to adjust operations in Portland, Chicago, and Los Angeles were noted in November, with plans for a continuous presence in each city.

Trump’s attempts to deploy troops in cities governed by Democrats have faced legal hurdles at every step. The Supreme Court declined in December to permit the administration to deploy National Guard troops in the Chicago area for immigration enforcement, marking a significant setback for the president. Additionally, the District of Columbia Attorney General filed a lawsuit to block the deployment of over 2,000 guardsmen.

Despite deployments of troops from California and Oregon to Portland, a federal judge prohibited their presence on the streets, with a permanent block on the deployment issued following a trial. Similarly, California National Guard troops were recalled from Los Angeles due to a court ruling, with ongoing legal battles over control of the Guard. The Trump administration recently abandoned its request to pause part of the order, facilitating the return of California National Guard troops to state control.

In response to these developments, California Attorney General Rob Bonta hailed the shift as a significant legal victory, criticizing the politicization of the National Guard. Trump also directed the deployment of Tennessee National Guard to Memphis in a bid to address crime, a move that faced opposition from Democratic officials resulting in a court injunction against the deployment.
