In the perspective of Dean Penney, Vic was more than just a friend who provided support after his wife’s vanishing. However, in reality, Vic was an undercover RCMP operative tasked with obtaining a confession from Penney regarding any potential role in Jennifer Hillier-Penney’s demise. These contrasting portrayals of Vic were evident during the testimony at Penney’s murder trial, where the undercover officer, shielded from public view by a curtain, recounted his interactions with Penney over the years.

The relationship between Penney and Vic began in 2019 when Vic initiated contact with Penney in St. Anthony, proposing a hunting trip. This initial encounter blossomed into a four-year companionship, with Vic involving Penney in a fictitious criminal syndicate, assigning him various tasks like handling stolen police computers and planning a fuel heist. Amidst these fabricated criminal activities, Penney and Vic also bonded during leisure time, engaging in activities like driving around town, cooking, and watching movies together.

Testifying in court, Vic reminisced about the camaraderie he shared with Penney, highlighting their discussions on various topics and Penney’s mentorship in outdoor skills. The jury was briefed on elaborate scenarios orchestrated by Vic and another undercover officer, Joe, to implicate Penney in criminal activities. One such scenario involved Penney’s participation in an extortion scheme at a hotel bar in St. John’s, where he unwittingly assisted the organization in gaining leverage over influential individuals.

Another incident in Alberta saw Penney assisting in concocting an alibi for a fellow organization member, Dinger, who had allegedly committed a violent act. Penney’s involvement in creating false narratives and providing support to the group during a staged confrontation at a casino showcased his willingness to participate in illicit activities. These scenarios aimed to expose Penney to the organization’s methods of coercion and manipulation.

Furthermore, Vic disclosed a fabricated confession to Penney about a past murder during a staged encounter at a restaurant in Regina. This emotional revelation tested Penney’s reaction and loyalty, with Penney offering support and justifying the actions as self-defense. These staged scenarios culminated in Penney’s eventual admission of his alleged involvement in his wife’s disappearance during interviews with the organization’s leaders.

As the trial progresses, the defense is expected to scrutinize Vic’s testimony. Penney maintains his plea of not guilty to first-degree murder, and the mystery surrounding Jennifer Hillier-Penney’s disappearance remains unresolved. The intricate web of deceit and manipulation woven by undercover officers continues to unravel in court, shedding light on the complexities of the case.
