Key figures in the budget include a projected deficit of $78 billion for 2025-26, anticipated to decrease to $65 billion in the next fiscal year and gradually decline to $57 billion by 2029-30. Operational spending is slated to be balanced within three years. Despite this, the current year’s deficit surpasses the $42 billion target set by the previous Liberal government and the amount the Conservatives expressed willingness to support.
Furthermore, the budget calls for approximately $141 billion in new expenditures over the next five years, partially offset by billions in reductions and other savings. The government aims to curtail operational expenses to save $13 billion annually by 2028-29, contributing to a total of $60 billion in savings over five years.

To stimulate growth and enhance competitiveness, the government is implementing various measures, including a “productivity super-deduction” tax policy to expedite capital investment write-offs for companies. Additionally, new provisions cater to the write-off of expenses for manufacturing or processing buildings and introduce a capital cost allowance for liquefied natural gas (LNG) equipment and related infrastructure.
The budget emphasizes infrastructure development with a focus on expediting project approvals and construction in Canada. Notable initiatives include funding for critical mineral projects, advancing the high-speed railway project from Toronto to Quebec City, and allocating $51 billion over ten years for local infrastructure projects to generate numerous job opportunities.
Addressing immigration policies, the budget proposes significant reductions in admission targets for temporary residents and work permit holders to manage pressures on housing and healthcare systems. Initiatives include accelerating the transition of up to 33,000 work permit holders to permanent residency, enhancing foreign credential recognition processes, and attracting international talent to Canada.
Defence spending is set to increase significantly, with the budget earmarking $81.8 billion over five years, a substantial portion of which constitutes new funding. The allocation includes investments to recruit and retain Canadian Armed Forces members, sustain military capabilities, and enhance defence infrastructure.
The budget also addresses environmental concerns by proposing measures such as effective carbon markets and enhanced oil and gas regulations to potentially eliminate the need for the oil and gas emissions cap.
Moreover, the budget allocates $150 million to CBC/Radio-Canada to bolster its public service mandate and hints at potential participation in the Eurovision Song Contest. Additionally, high-end taxes on vacant housing units and luxury aircraft and boats are being eliminated to simplify the tax system and reduce compliance costs.
